Since 1995, Troy has been actively involved in the fight against spam. Until late 1998, Troy's activities in this area were limited to behind the scenes work - primarily concepts and strategy, however in late 1998 events transpired in Australia which persuaded him that he needed to come to the foreground. In response to those events, Troy coordinated the foundation of CAUBE.AU - the Coalition against Unsolicited Bulk Email, Australia. Troy was Chairman of CAUBE.AU from February 1999 to May 2004, and participated actively in press and lobbying activities. CAUBE.AU is the Australian affiliate of CAUCE, the Coalition Against Unsolicited Commercial Email.

He is also a founder and the current executive director of iCAUCEiCAUCE Logo, the International Coalition against Unsolicited Commercial Email. iCAUCE exists to support efforts to establish national organisations to lobby for laws banning spam.

In 2004 he ran against Prime Minister, John Howard, in the seat of Bennelong. While he did not defeat the Prime Minister, the votes he received did form part of the swing that saw the Prime Minister resort to preferences to win the seat. The Prime Minister lost his seat in the following election in 2007.
